1. OPERATIVE AGREEMENTS. Columbia-held copies of MEMJAWA's currently operative water-purchase/MOU/large-user or other supply agreements with Illinois American Water and substantive amendments effective during 2023–2026. The foundational 1998 agreement and portions of the competitive tariff are already in public ICC filings and need not be recopied if exact filing-specific links are provided.

2. RECENT NEGOTIATIONS. Substantive 2023–2026 Columbia-held correspondence, meeting invitations, agendas, presentations, proposed contract changes and attachments between MEMJAWA, Columbia representatives and Illinois American Water concerning rates, the 2026 competitive-service tariff, supply terms, member allocations/rebates, renewal, capacity, expiration or early termination.

3. BOARD AUTHORIZATION AND DOCUMENT PREPARATION. Columbia-held nonpublic MEMJAWA Board meeting attachments, authorizing ordinances or resolutions, approved amendments or member consents specifically associated with 2023–2026 American Water supply terms. Include records showing who prepared and circulated the draft agreements and substantive Board materials and when they were transmitted before a decision.

4. PROFESSIONAL ENGAGEMENTS. Existing City- or Agency-related records held by Columbia identifying any law firm, attorney, engineer, financial consultant or negotiator formally retained for those specific supply-agreement changes, including engagement dates, specific authorizations and initial nonprivileged billing. Lashly & Baer or Chris Guy should be included only if actually responsive.

5. ACQUISITION DISCUSSIONS, IF ANY. Any Columbia-held written proposal or expression of interest from Illinois American Water during 2023–2026 to acquire, lease or operate MEMJAWA-owned or Columbia-owned utility infrastructure, with existing first-contact and formal authorization records. This does not assume such a proposal exists.
